ScienceDaily (Sep. 26, 2012) ? The water quality of lakes and coastal systems will be altered if hurricanes intensify in a warming world, according to a Yale study in Geophysical Research Letters.
Bryan Yoon, the study's co-author and a doctoral student at the Yale School of Forestry & Environmental Studies, found that last summer during Hurricane Irene -- the worst storm in the New York area in 200 years -- record amounts of dissolved organic matter darkened Catskill waters and affected the Ashokan Reservoir that supplies New York City with drinking water.
"This is the biggest rain event ever sampled for the region," said Yoon, who conducted the study with Pete Raymond, professor of ecosystem ecology at Yale.
As a primary source of drinking water for New York City, the Catskill Mountains is designated as forest preserve, and roughly 62 percent of the watershed studied is protected by New York State. Over a two-day period in late August 2011, Irene dropped over 11 inches of rain -- 17 percent of the average annual rainfall -- on Esopus Creek that feeds the Ashokan.
Yoon found that the volume of water discharged by the creek increased 330-fold, and the creek exported an unprecedented amount of dissolved organic matter to the Ashokan, equivalent to 43 percent of its average annual export. Yoon likened the increase in dissolved organic matter to a person being fed 40 percent of his annual food in a few days.
Although not discussed as often as other water quality topics such as turbidity, dissolved organic matter plays a critical role in the aquatic environment and for the provision of clean drinking water. In moderate quantities, dissolved organic matter also provides food and nutrients for microbial communities.
In excessive amounts, however, dissolved organic matter could lead to numerous environmental problems, Yoon's study found. Dissolved organic matter binds with metal pollutants and transports them; interferes with ultraviolet processes that reduce pathogens in water; affects aquatic metabolism; and leads to the formation of carcinogenic disinfection byproducts, such as trihalomethanes during chlorination.
"All of those problems become more serious as larger quantities of dissolved organic matter are transported to lakes and coastal systems," he said. "Hurricane Irene was a prime example that there is no limit to the amount of dissolved organic matter that can be exported by extreme rain events. Surprisingly, concentrations of dissolved organic matter didn't get diluted."
Raymond said that frequent hurricanes will flush more organic matter out of the ground and into lakes, reservoirs and coastal waters, potentially altering their biogeochemical cycles.

NEW YORK (Reuters) - Secretary of State Hillary Clinton reassured Egypt's new Islamist president on Monday that the United States would forge ahead with plans to expand economic assistance despite anti-American protests that cast new shadows over U.S. engagement with the region.
Clinton met Egyptian President Mohamed Mursi in New York, where both are attending this week's U.N. General Assembly meeting, and reinforced the Obama administration's continued commitment to provide both military and economic aid for Cairo, a senior State Department official said.
"What he heard from the secretary is that she is committed to following through on what she has said we will do," the official said following the 45-minute meeting.
U.S. officials said earlier this month they were close to a deal with Egypt's new government for $1 billion in debt relief to help Cairo shore up its ailing economy in the aftermath of its pro-democracy uprising, which ousted autocratic President Hosni Mubarak.
The aid package had languished during Egypt's 18 months of political turmoil and progress appeared to reflect a cautious easing of U.S. suspicions about Mursi, who was elected in June.
Egypt was among the countries swept by violent anti-American protests over an anti-Islam video made in California, and some U.S. lawmakers have raised questions about the future of U.S. assistance to the region, particularly given sharp budget constraints at home.
The senior official said Clinton, who has personally lobbied lawmakers to keep U.S. aid to Egypt and other Arab countries on track, believed these concerns had been laid to rest.
"Of course we understand that there may be (of Congress) who have questioned (the aid), but there is strong bipartisan support for Egypt being a democratic success because it's in our national security interest that that occur," the official said.
The United States was a close ally of Egypt under Mubarak and gives $1.3 billion in military aid a year to Egypt plus other assistance
NO OBAMA MEETING PLANNED
Mursi will use his New York trip to appear at former President Bill Clinton's annual philanthropic summit but has no plans to meet U.S. President Barack Obama, who is forgoing individual meetings with world leaders during his own brief stop at the United Nations on Tuesday.
In his talks with Clinton, Mursi outlined his government's plans to enact economic reforms as part of a broader push to win a $4.8 billion loan package from the International Monetary Fund, which the United States supports, the official said.
"The Egyptians have a lot of tough road in front of them to take the budget reforms that will be necessary and to do it in a way that helps them to move their democratic process forward," the official said.
Clinton and Mursi also discussed security issues including a rising militant threat in the Sinai Peninsula, a region critical to relations with neighboring Israel.
The U.S. official said Clinton and Mursi also touched on the issue of Iran but indicated the United States would be slow to support Mursi's proposal that Iran, Egypt, Turkey and Saudi Arabia form a new group to try to find a solution to the violence in Syria.
"The Egyptians themselves would say that it's a new initiative and no one is sure whether it is going to head toward an end point or not," the official said. "We always have concerns when Iran is engaged."
Obama's rival in the U.S. presidential race, Republican Mitt Romney, called for a tougher line with Egypt after protesters scaled the Cairo compound wall and tore down the U.S. flag in one of series of protests that also saw the U.S. consulate attacked in the Libyan city of Benghazi, killing the U.S. ambassador and three other Americans.
Obama created doubts this month when he told a Spanish-language television network that the United States considered the new Islamist government neither an ally nor an enemy.
The U.S. official said Clinton's meeting with the Egyptian leader was relaxed and warm and waved away suggestions that the president's "ally" comment reflected broader uncertainty in the relationship.
"We've moved past that," the official said.

A Washington State University researcher has found new evidence that the plastic additive BPA can disrupt women's reproductive systems, causing chromosome damage, miscarriages and birth defects.
Writing in the journal Proceedings of the National Academy of Sciences, WSU geneticist Patricia Hunt and colleagues at WSU and the University of California, Davis, report seeing reproductive abnormalities in rhesus monkeys with BPA levels similar to those of humans. By using an animal with the most human-like reproductive system, the research bolsters earlier work by Hunt and others documenting widespread reproductive effects in rodents.
"The concern is exposure to this chemical that we're all exposed to could increase the risk of miscarriages and the risk of babies born with birth defects like Down Syndrome," says Hunt. "The really stunning thing about the effect is we're dosing grandma, it's crossing the placenta and hitting her developing fetus, and if that fetus is a female, it's changing the likelihood that that female is going to ovulate normal eggs. It's a three-for-one hit."
The research also adds to the number of organs affected by BPA, or bisphenol A, which is found in plastic bottles, the linings of aluminum cans and heat-activated cash register receipts. This May, Hunt was part of another paper in PNASreporting that the additive altered mammary development in the primate, increasing the risk of cancer.
Hunt's colleagues at UC, Davis exposed different groups of gestating monkeys to single daily doses of BPA and low-level continuous doses and looked at how they affected the reproductive systems of female fetuses. She saw that in the earliest stage of the adult's egg development, the egg cell failed to divide properly. Earlier mouse studies showed similar disturbances translated into genetic defects in the mature egg.
A fertilized egg with the wrong number of chromosomes will almost always fail to come to term, leading to a spontaneous abortion or progeny with birth defects.
In monkeys exposed continuously, Hunt saw further complications in the third trimester as fetal eggs were not packaged appropriately in follicles, structures in which they develop. Eggs need to be packaged properly to grow, develop and mature.
"That's not good," says Hunt, "because it looks to us like you're just throwing away a huge number of the eggs that a female would have. It raises concerns about whether or not she's going to have a really short reproductive lifespan."

ScienceDaily (Sep. 25, 2012) ? The art of swaying an election is as old as democracy itself. Strategies like ballot stuffing, redistricting, voter venue switching, and temporary traffic detours have skewed regional results, and sometimes determined the winner.
While some tactics get exposed the old fashioned way -- by angry voters or investigations -- others don't. But new research suggests some kinds of election fraud leave a trace in the voting data.
In a paper appearing September 24 in Proceedings of the National Academy of Sciences, a team led by Stefan Thurner brought science to the problem.
"We got into this by chance, when a Russian colleague brought us the 2011 Russian Duma-election data and asked us to take a look," says Thurner. "From the first look we were all pretty shocked, and decided to take a second look."
Thurner, a Santa Fe Institute External Professor who heads the Section for Complex Systems at the Medical University of Vienna, and colleagues looked for two kinds of rigging: incremental fraud, where votes for one party are kept in the ballot box while those for the other candidates are tossed, and extreme fraud, which shows 100 percent voter turnout in a district, all voting for the same party.
The team examined data on number of eligible voters, valid votes, and votes for the winning candidate (or party) from a dozen recent elections around the world. By comparing the distributions of votes for the winning candidate against turnout numbers, they found that rigged elections show a different voting pattern than fair ones.
In fair elections, a nation's voting pattern tends to feature one cluster, showing a general trend of voter turnout and vote for the victorious party (though some nations' regional voter preferences can distort it). Rigged ones show a cluster, but with a smear of votes toward the upper right for incremental fraud. Extreme fraud has a second, smaller, completely separate cluster at the top right corner, signifying up to 100 percent turnout and votes for the winner.
Next, the team developed a model to detect how much forged or manipulated results affected the outcome, then ran through all possibilities of both fraud types playing 0 percent to 100 percent of a part in the election, and compared those to actual data to determine their prevalence.
Among the countries studied, data from recent elections in Russia and Uganda showed both the smear of incremental fraud and the second cluster of extreme fraud, with up to 64 percent of districts being affected in Russia's 2011 vote and 39 percent in 2012. Other countries' data showed little to no such trends.
"I think it could contribute to the benefit of democracy if for every nationwide election on this planet, the raw data is made available on say a United Nations or OECD database," says Thurner. "One could then think of a set of quality standards and checks for any election -- like the ones we presented -- or better ones."

LONDON (Reuters) - David Cameron backed a senior minister accused of ranting at policemen in public and calling them "plebs", an old-fashioned insult laden with snobbery that has undermined his party's attempts to shake off its privileged image.
The tirade outside the prime minister's Downing Street office by Andrew Mitchell has embarrassed a Conservative party that is trailing in the polls and struggling to shore up its support at a time of recession, tax increases and spending cuts.
While reports that Mitchell called the officers "morons" were embarrassing, more damaging was the report that he used the word "pleb", a term that is rarely used by a middle or working class person but is soaked in upper class condescension.
The row played into the hands of Conservative critics who think Cameron's centre-right party is run by a rich, lofty group whose policies do little for the majority of voters feeling the pressure of its austerity policies.
Many senior Conservatives are millionaires, educated at Britain's top fee-paying schools and the universities of Oxford and Cambridge.
Rivals mock them as out-of-touch "toffs", the sort of derogatory term that is politically toxic in class-obsessed Britain. A Conservative politician described Cameron and chancellor George Osborne as "arrogant posh boys" in April.
Cameron's spokesman said on Monday it was time to draw a line under the affair after Mitchell apologised again to police, even while denying using the words attributed to him.
"He has acknowledged that that behaviour was unacceptable and the apology has been accepted," the spokesman said. He would not be drawn on Mitchell's choice of words or whether he was accusing the police of not telling the truth.
"Pleb" is derived from a Latin word denoting people outside the aristocratic class in ancient Rome, for example shopkeepers, skilled or unskilled workers and farmers.
"It is old-fashioned language, it is private language. In public it is pretty awful," Peter York, the author and social commentator, told Reuters. "You certainly wouldn't expect any politician to utter it in a remotely public place."
A leaked police report in the top selling Sun newspaper on Monday said Mitchell had lost his temper when police officers refused to open the main Downing Street gates to allow him to cycle through last Wednesday evening.

When they asked him to use a pedestrian gate, the report said Mitchell erupted: "Best you learn your fucking place. You don't run this fucking government. You're fucking plebs."
The timing could not have been worse, coming a day after two unarmed policewomen were killed in a gun and grenade attack in Manchester, northern England.
The Conservatives, who have run Britain in a coalition since 2010, are behind the opposition Labour Party before a 2015 election and the Mitchell row could cut further into their public support if it lingers, analysts said.
"They have been remarkably unsuccessful at killing this story," said John Curtice, politics professor at Strathclyde University in Scotland. "That's certainly a problem."
Mitchell, 56, was educated at the prestigious Rugby School, home of one of the most famous literary bullies, Flashman, in the 19th-century novel "Tom Brown's Schooldays" by Thomas Hughes, an Oxford graduate.
Labour leader Ed Miliband, who also went to Oxford, compared Cameron to Flashman last year for his behaviour in parliament.
Mitchell went on to Cambridge University and served in the British Army before joining the Lazard investment bank and working for a management consultancy. Cameron gave him the job of "chief whip", or party enforcer, earlier this month.
Mitchell said he "did not use the words that have been attributed to me", but repeatedly refused to confirm what he did say during an incident dubbed "Gate-gate" by wags on Twitter.
"It had been the end of a long and extremely frustrating day - not that that is any excuse at all for what happened," Mitchell told reporters in the rain outside his office near Downing Street. "I didn't show the police the amount of respect I should have done."
Labour and police groups called for an inquiry into the events at Downing Street.
Although still unconfirmed, the bad language has fed into a perceptions the Conservatives have not shed the "Nasty Party" tag that dogged them under Margaret Thatcher and John Major in the 1980s and 1990s. Cameron has attempted to soften their policies in areas like gay rights and support for the poor.
"There is this perception that ... they are posh, rich people who are out of touch with the lives of ordinary people," said Wyn Grant, politics professor at Warwick University.
"But if the government stands firm on this, it may simply just go away."

HILLSBORO, Ore. (AP) ? Sheriff's deputies responding to a burglary call say they found a 20-year-old man asleep on the kitchen floor of a home in Oregon.
The Washington County sheriff's office says the homeowner discovered the sleeping stranger early Friday. Deputies arrived to find Cristian Villarreal-Castillo, who had in his pockets small electronic devices believed to be stolen from unlocked vehicles.
Deputies say many items in the home in the Rock Creek neighborhood of Hillsboro had been ransacked in an apparent attempt to find valuables. They believe Villarreal-Castillo entered the home through an unlocked door and was in the process of gathering items when he fell asleep.
He is charged with burglary, attempted theft, trespassing and criminal mischief. Investigators also linked him to a burglary that happened a few hours before his arrest.

(SPARTA, KENTUCKY) September 24, 2012 ? Jason Bowles and his MacDonald Motorsports team were in need of a strong finish, and that is exactly what they got Saturday afternoon in the Kentucky 300. With new partner Thrush & Son Complete Home Improvement and HI-Technologies on the No. 81, Bowles recovered from a pit road penalty to register a 16th place finish.
?The car was pretty good all day and we had a great shot at another top-15 finish,? said Bowles after the race. ?Everyone on the crew did a great job and the pit-stops were solid all day as well. I really want to thank the Thrush family for everything this weekend. They run a first class organization and their C.H.I.P. software product is an excellent tool for any home improvement company that wants to save time and money.?
After practicing 17th, Jason qualified the Thrush & Son/HI-Technologies No. 81 23rd on the grid for the race. The car showed speed right away, as Bowles advanced into the top-20 in the opening laps.
On the lap-30 competition caution, crew chief John Monsam made the call for two tires. A great pit-stop moved Bowles up to 14th position for the restart. After the green, Jason continued moving forward, advancing up into 12th spot.
On lap 87, Bowles was making his way onto pit road as Taylor Malsam went spinning through the front stretch grass right behind him. The yellow came out, closing the pits 0.1 seconds before Jason crossed the commitment line, resulting in an End of the Longest Line penalty.
?The pit-road penalty was tough because I was already committed to pit-lane and couldn?t do anything,? explained Bowles. ?It put us a lap down and behind for the rest of the race. Luckily I have a great team behind me and we kept pushing for the remainder of the race to get a solid 16th, just what we needed right now.?
Bowles remains 14th in the driver standings following the race weekend and heading into Dover. The MacDonald Motorsports No. 81 sits 22nd in the owner standings with six races remaining on the season.
Next weekend, the MacDonald Motorsports team rolls north to Dover, Delaware for the second time this season. The One Main Financial 200 will go on the air live on ESPN2 at 3:00PM ET.

The national conversation surrounding the United States? 13 trillion dollar debt has turned the population into a swarm of economists with their own opinions about how to handle the budget.
But here at DePauw, those same problems with balancing the budget sheet also exist.
DePauw reported an unrestricted operating deficit of $4.8 million at the end of the 2011-2012 academic year. A number Brad Kelsheimer, vice-president of finance and administration, said is large in comparison to DePauw?s peer institutions.
DePauw has an operating budget around $85 million a year that is funded through a number of resources such as tuition, endowment draw and donations. A deficit means that at the end of the year, DePauw is reporting a loss of revenue spent and revenue earned.

The university has been able to cut controllable costs, but raising revenue, as opposed to spending less and less, is the intended plan.
That means donations and that is where Jason Petrovich and the advancement office come in. Petrovich was recently named interim vice president of advancement ? to go along with an executive director of development title ? after former VP Marcia Latta announced she would be leaving her position at the end of the calendar year for family reasons. Petrovich has taken more responsibility in running the university?s massive comprehensive campaign. The campaign, currently in the quiet phase, will be charged with raising money through donors to fund the capital projects on campus as well as collect assets to erase the university?s budget deficit.
Petrovich explained that the single biggest part of campaign is to raise money for student scholarships. The idea is the university can focus funds in other areas as it handles less of the actual cost of supporting students. The money covered by the campaign can also go into the endowment. A healthy endowment means a strong percentage can be pulled from year to year and less of a financial burden is placed on students. Kelsheimer said DePauw?s current endowment is $485 million and that we are currently pulling 5.5 percent of it yearly.
Petrovich expects to see ?sustained growth? in DePauw?s annual giving program. Last year, the annual giving program, which consists of the annual fund, the tiger club and the faculty and staff campaign, collected $5.4 million.
Kelsheimer is confident in the administration?s financial plan the university?s ?loyal? donors. He said if DePauw can continue to increase revenue sources, the administration?s current financial model has the university operating with a budget surplus by 2017.
?It?s only a reason for concern if we didn?t have a plan to get out of it,? Kelsheimer said.

It also indicated that the Romneys' tax preparer, PricewaterhouseCoopers, would provide a letter summarizing the tax rates that the Romneys paid from 1990 to 2009.
The Romneys paid an average annual effective federal tax rate of 20.2 percent, with the lowest rate coming in at 13.66 percent. Over that same stretch of time, they gave an average of 13.45 percent of their adjusted gross income to charity.
And Romney paid a far lower rate than the top 35 percent tax rate levied on the largest salaries because most of his income came from investments, which are taxed at far lower rates.

"The Romneys' generous charitable donations in 2011 would have significantly reduced their tax obligation for the year," Malt wrote. "The Romneys thus limited their deduction of charitable contributions to conform to the Governor's statement in August, based upon the January estimate of income, that he paid at least 13% in income taxes in each of the last 10 years."
Team Obama showed no sign of letting up in its attacks, with Deputy Campaign Manager Stephanie Cutter saying in a statement that Romney paid a lower tax rate than some middle-class families "because of a set of complex loopholes and tax shelters only available to those at the top."
Cutter charged that the 2011 return "continues to mask Romney's true wealth and income from Bain Capital, leaving the American people in the dark about critical details about his finances.
"Why does Mitt Romney not just release the full returns, instead of the bare summary he has provided of the last 20 years,?so voters can make their own judgments about Mitt Romney's finances?" Cutter asked.
