Walrus Bones Found in Old London Burial Ground

During a recent excavation beneath the streets of London, archaeologists found a total of 1,500 human bodies, many buried hastily in a wave of epidemics that struck the quickly expanding city more than 150 years ago.

In one coffin, archaeologists came across a grisly mix of bones from at least eight human bodies, many of them cut up and showing evidence of autopsy. But nine of the bone fragments were decidedly not human. They were walrus.

"It came as something of a shock," said Phil Emery, an archaeologist with a company called Ramboll UK, who led the excavation. The nine bone fragments came from a Pacific walrus that was likely 13 feet long, Emery told LiveScience.

Behold the walrus

The bodies came from the old burial ground of St Pancras Church, and were interred there between 1822 and 1854, Emery said. During this time, London cemeteries were overwhelmed by the dead from a series of cholera, typhus and smallpox epidemics; the church and its burial ground, once outside greater London, have recently been engulfed by the burgeoning metropolis, he added. (8 Grisly Archaeological Discoveries)

Before 1822, the cemetery was characterized by small plots, as seen in most ordinary burial grounds, Emery said. But thereafter, ceremony fell to the wayside as the cemetery was overwhelmed ? plots were replaced with mass graves, he said.

From 1822 to 1854, a total of 44,000 burials took place there, Emery said. "Under such conditions, one can understand that standards of decency and hygiene were difficult to maintain, to put it lightly," he explained.

Blame the med students

But how did a tusked beast the weight of a small car make its way from the North Pacific to a cemetery in foggy London? Emery and his team can only guess how the walrus was brought there from its native lands, but they suspect the animal was dissected by curious medical students.

BTC refutes Union Chiefs ?Preposterous? Claims

Nassau, Bahamas - The Management of The Bahamas Telecommunications Company Ltd (BTC) is condemning in the strongest terms the recent comments by Bahamas Communications and Public Officers Union (BCPOU) leader, Bernard Evans, in respect to both alleged plans to lay off staff, and in the erroneous and reckless comments regarding management compensation.

?Unfortunately, we are finding ourselves having to take time to address ludicrous and downright false assertions being made by Mr. Evans, who we are sure knows better. BTC Management and Staff have been working hard on the transformation of the company ? addressing the network issues and seeking to improve customer care. And while we are hard at work trying to deliver better service to our customers, we have leadership of our non-management union engaged in what can best be described as mischievous efforts to undermine team morale and to distract from the very important tasks of making things better for our BTC customers and our BTC team members?, noted Geoff Houston, CEO of BTC.

?There is absolutely no truth to the contention that BTC is planning mass layoffs. None. Zero. I have spoken at BTC team meetings around the country just a few short months ago to tell staff in person that while BTC must become more efficient in an increasingly competitive market, we are working hard to improve and build our business so that team members can have new, more exciting opportunities within BTC.?

?Also, while BTC seeks to avoid discussion on the issue of the compensation of individuals within the company because we appreciate how important it is for confidentiality purposes, we are compelled to point out that the allegations made by Mr. Evans regarding the half million dollar average compensation for executives of BTC are completely absurd and wholly false?, continued Houston.

BTC management notes that for the company and its team members to succeed, all stakeholders have to be aligned and work in good faith to set the foundation for the long term success of BTC. The company is hopeful that all BTC stakeholders can continue to work in a spirit of cooperation to the benefit of the company and its hundreds of thousands of customers.

The Bahamas Telecommunications Company (BTC) is the leading telecoms operator in The Bahamas. BTC is jointly owned by Cable & Wireless Communications (51%) and the Government of The Bahamas (49%). Cable & Wireless Communications has both management and Board control.

Wave of car bombings in and near Baghdad kills 36

BAGHDAD (AP) ? A wave of a dozen car bombings hit in and around the Iraqi capital during morning rush hour on Monday, officials said, killing at least 36 people in the latest coordinated attack by insurgents determined to undermine the government.

The blasts, which wounded scores more, are part of a months-long surge of attacks that is reviving fears of a return to the widespread sectarian bloodshed that pushed the country to the brink of civil war after the 2003 U.S.-led invasion. Suicide attacks, car bombings and other violence have killed more than 3,000 people since April, including more than 500 since the start of July, according to an Associated Press count.

There was no immediate claim of responsibility for Monday's attacks, but they bore the hallmarks of al-Qaida's Iraqi arm. The group, known as the Islamic State of Iraq, frequently uses car bombs, suicide bombers and coordinated blasts in an effort to break Iraqis' confidence in the Shiite-led government.

Six police officers said a total of 12 parked car bombs hit markets and parking lots in predominantly Shiite neighborhoods of Baghdad within one hour. They say the deadliest was in the eastern Shiite neighborhood of Sadr City, where two separate explosions killed nine civilians and wounded 33 others.

Two other separate car bombs went off in the northern Hurriyah neighborhood, killing six bystanders and wounding 23 others. In the busy northern Kazimiyah neighborhood, another parked car bomb killed four civilians and wounded 12.

In the southwestern neighborhood of Bayaa, three civilians were killed and 15 wounded in another car bomb explosion. In western Baghdad in the neighborhood of Shurta, two other people were killed and 14 wounded.

In the southern Abu Disheer area, four civilians were killed and 17 wounded. Another car bomb struck in the northwestern Tobchi district, killing three and wounding ten others.

Five more people were killed and 44 others wounded in the southwestern Risala neighborhood, the northern Shaab neighborhood and in the town of Mahmoudiya, about 30 kilometers (20 miles) south of Baghdad.

Seven health officials confirmed the casualty figures and said scores more were wounded. All officials spoke on condition of anonymity as they were not authorized to release information.

The violence surged after an April crackdown by security forces on a Sunni protest camp in the northern town of Hawija that killed 44 civilians and a member of the security forces, according to United Nations estimates. The bloodshed is linked to rising sectarian divisions between Iraq's Sunni and Shiite as well as friction between Arabs and Kurds, dampening hopes for a return to normalcy nearly two years after U.S. forces withdrew from the country.

NBA Free Agency: Mo Williams getting interest from Grizzlies, Heat and Spurs

The 10-year veteran will likely be taking a pay cut from last season as he garners interest from three contenders.

He's likely the best unrestricted free agent left on the market, but until recently Mo Williams was having trouble getting much attention from teams. However, Saturday, reports came out that Williams is receiving interest from several contenders including both NBA Finals teams from last season.

First, Barry Jackson of the Miami Herald wrote that the Miami Heat are after Williams. Later in the day, ESPN's Marc Stein reported the Memphis Grizzlies also has their eye on the 10-year veteran.

Still hard to pinpoint a frontrunner for Mo Williams but hearing Grizzlies are firmly in mix for vet PG who's unexpectedly still available

- Marc Stein (@ESPNSteinLine) July 27, 2013

Meanwhile, Alex Kennedy of Hoopsworld confirmed Jackson's report of Miami's interest in Williams, adding that the San Antonio Spurs are in the mix for the sharpshooter. Miami would make a ton of sense and they have as much money to offer as the other three teams. The Heat can offer Williams their taxpayer Mid Level Exception, which is just over $3 million while San Antonio can offer just the minimum barring a sign-and-trade. Memphis has the Mid Level Exception left, but there's a question of how much of that they would use as they try to steer clear of the luxury tax.

Williams would be reunited with LeBron James. The two played together for two seasons in Cleveland, where Williams had two of the best years of his career. In both of those years, Williams shot right around 43 percent from three-point range.

Fox says Parkinson's won't be focus of NBC comedy

BEVERLY HILLS, Calif. (AP) ? Michael J. Fox says Parkinson's disease will not be a major storyline of his upcoming NBC comedy.

On "The Michael J. Fox Show," the actor plays Mike Henry, a former local NBC newscaster with Parkinson's, who left the business to spend more time with his family. The series begins when he decides to return to work now that his kids are older.

At Saturday's Television Critics Association summer press tour, Fox said he didn't think about how others with Parkinson's would react to the show because he doesn't "vet creative instinct."

"I just go with it," he said. "I feel that this is the reflection of my experience and certainly in the pilot it was more prevalent than it is in subsequent scripts. The way I look at life and the reality of Parkinson's, sometimes it's frustrating and sometimes it's funny. I need to look at it that way and other people need to look at it that way. Beyond that we all got our own bag of hammers...I think people will look at that and say, 'Yeah, I need to laugh at my own stuff, too.'"

The premise of the show does have similarities to Fox's real-life story. The actor left "Spin City" in 2000 as he tried different treatments and medications to treat Parkinson's. He also used the opportunity to spend quality time with his four kids during their formative years.

"There's kind of a scrutiny of their stuff that won't exist if I'm being occupied by something else," joked Fox of the distraction of a full-time job.

Fox believes the viewers, however, will not be distracted by his character having Parkinson's on his new series.

"Parkinson's itself there's nothing horrifying to me. It's not horrible. I don't think it's gothic nastiness. There's nothing on the surface horrible about someone with shaking hands."

Since leaving "Spin City," Fox has had recurring roles on shows like "Rescue Me" and "The Good Wife." Those guest spots gave him the itch to do more.

"It really brought me to a place of, 'This is what I do,'" he said. "This is what I was built and programmed to do, and so I wanted to do it. It's what I've loved to do...I thought, 'Why can't I? There's no reason not to do it.'"

Because Fox plays a local NBC newscaster, the show will tap real people to do guest appearances that make the story more believable. Matt Lauer and Savannah Guthrie are in the pilot. New Jersey governor Chris Christie appears in an upcoming episode as himself.

"A fictional television network didn't give us 22 episodes," joked Executive Producer Will Gluck on why they decided to make Fox's Mike Henry work for NBC.

The Michael J. Fox Show" premieres Sept. 26 at 9 p.m. EST/PST.

Annual grades fall sharply for Florida schools

Published: Friday, July 26, 2013 at 11:40 a.m.
Last Modified: Friday, July 26, 2013 at 11:40 a.m.

TALLAHASSEE ? The number of top-rated schools in Florida is falling sharply.

The Department of Education on Friday released new A to F grades for many of the state's public schools.

The grades showed that the number of A-rated schools fell nearly 39 percent this year, while the number of F-rated schools more than doubled.

The number of F-rated schools could have been much higher. Earlier this month, the State Board of Education voted by a 4-3 margin to tweak the formula that allowed as many as 150 schools to avoid getting an F grade.

The decision to change the grading standards was done over the protest of some officials who said the move would confuse parents and mask the true performance of many schools.

With 20 Million Downloads, Chinese Mobile Game Excalibur Plans Overseas Expansion

Use your > keys to browse more stories

in-town

Developed by Chinese gaming studio, Linekong, Excalibur (????) is seeing over 20 million downloads so far in China with several tens of thousands of concurrent gamers online per day.

Available on both iOS and Android, Excalibur?s gameplay is sort of like Gameloft?s Dungeon Hunter type of MMORPG mobile game but with less impressive graphics and art. You go through the story of the old ancient King Arthur era England where you play the role of a hero ? the typical warrior, wizard, assassin ? fighting against the dark side. The fight scenes aren?t as robust as Dungeon Hunter, with characters only able to attack horizontally, and they must be in line with the character?s direction. So the game fight is honestly quite a disappointment especially when it markets itself as having ?Diablo style graphic.?

fight

Despite all that, I can see why people like it. Excalibur is extremely social. Back in town, you see many other players on the same server. While in the public chat, many other gamers are looking for team members for team raids. This adds stickiness to the game.

With rapid growth in China, the company plans to push the Excalibur in Japan, South Korea and English-speaking markets in August. It is also in development to push the game in Turkey, Vietnam, Indonesia, and Middle East. A company representative says that all localization is done in-house and they are in the midst of talking to local publishers to work with. The game?s copy is primarily all in Chinese but with English voice over for its game introductions. Art is also skewed towards a more western style which is quite a unique combo. Thus, Excalibur perhaps plans to go abroad from the very start.

If you understand Chinese and enjoy team play and don?t mind inferior graphics, you might want to give Excalibur a go here. Note that the game is only available for jailbroken iOS devices. So an Android device is a much better bet to start playing Excalibur.

The is part of our Chinajoy 2013 coverage.

The former Pussy Cat Dolls singer and X factor celebrity, at 35, is nearly old enough to be Miley?s mother.? Don?t be jealous or disgusted Tish ?? we?re sure it?s all good.

But we digress.? Before leaving her hotel last night, Cyrus hit Twitter to show off her black and white Alexander McQueen wool-blend sweater featuring a shirt-style white cotton hem and cuffs, worn over a pair of Daisy Dukes and accessorized with black platform boots.

She tweeted, ?On the scene in McQueen.?? In case you want to pick one up for yourself, we did a quick check and discovered that the designer top retails for $1,785.? We?ve decided to pass.

Earlier in the day Miley hit Twitter to drum up voter support for her MTV VMA nomination with a photo that was captioned, ?Gettin fresh with my future moon man. #voteforme #vma?

Miley shares candids on Twitter

The 20-year-old twerking queen is currently riding high due to the success of her single ?We Can?t Stop,? from her unreleased fourth studio album, set to drop in Sept. 2013.

NEW YORK (CNNMoney)

Eye on tech: Several major tech companies will report quarterly results, including Netflix (NFLX), Apple (AAPL, Fortune 500), AT&T (T, Fortune 500), Facebook (FB), Amazon (AMZN, Fortune 500) and Zynga (ZNGA).

The financial performance of these companies always garners a lot of attention. But investors are even more keenly awaiting them this time, because they come close on the heels of poor earnings reports from Google (GOOG, Fortune 500) and Microsoft (MSFT, Fortune 500) last week, which dragged the Nasdaq down 0.3%.

Related: Microsoft plunges 11%, worst day since 2009

Other earnings: McDonald's (MCD, Fortune 500), Ford (F, Fortune 500), General Motor (GM, Fortune 500)s and Starbucks (SBUX, Fortune 500) will also report earnings. Boeing (BA, Fortune 500) will also release results, and investors will be listening closely to executives for any additional explanations on the spate of incidents, including fire, on its marquee 787 Dreamliner aircraft.

Housing in play: The housing market will be in focus, as well, this week. The FHFA housing price index, new home sales, home sales and MBA mortgage index are on tap throughout the week.

Home sales, home prices and construction have been on the rise so far this year, helped by low mortgage rates and a drop in foreclosures. In the last 10 weeks, however, mortgage rates have been climbing steadily, raising the cost of buying a home for potential buyers, even though rates are still low by historical standards.

Grade I-listed Bramshill House Police College on Sale by the Home Office for ?25 Million

Bramshill House, a Grade I-listed Jacobean country mansion and estate in northeast Hampshire in England, used to train the country?s top police officers has been put up for sale by the Home Office for ?25 million ($38,13 million). This one of the largest and most important Jacobean mansions in England is set in a 250-acre (100 ha) ground, including a 18-acre (7.3 ha) lake to the northeast of the house, and features sports complex, training centre and a total of 329 bedrooms, as well as deer grazing, formal gardens and woodland.

Home Office puts mansion with 329 bedrooms up for sale

A magnificent large Renaissance mansion with Italian architectural influences which was built between 1605 and 1615, has 15 bedrooms, a long gallery, chapel, lounges, a mezzanine and a number of ?magnificent state rooms? which have now been converted into banqueting halls.

The Home Office has instructed Knight Frank to sell the Hampshire home of the Police Staff College for the past 60 years in an attempt to raise funds and reduce the running costs of its property portfolio. It costs ?5 million a year to run.

Emma Cleugh, partner with Knight Frank Institutional Consultancy department, who is handling the sale, has said that the property could be used for a variety of commercial or alternative uses.

?Bramshill?s rich history is part of its appeal but also its modern facilities bring it right into the 21st century,? she observed. ?Bramshill represents an unequalled opportunity to the market ? whether for continued institutional/training/educational uses or alternative uses and further development.?

Inhabitat's Week in Green: anti-mosquito sticker, a cancer-identifying ...

Each week our friends at Inhabitat recap the week's most interesting green developments and clean tech news for us -- it's the Week in Green.

DNP Inhabitat's Week in Green TKTKTK

Urine and cellphones don't mix -- just ask anyone who has ever dropped their phone in the toilet. At least that's what we thought before learning that a team of UK scientists has created the world's first pee-powered cellphone, which is based on microbial fuel cells. In other renewable energy news, the Peruvian government is providing free electricity to over 2 million of its poorest citizens by harvesting energy from the sun, and China just became the world's first country to install 3 GW of utility-scale solar. Wind power is also on the rise as CalTech researcher John Dabiri figured out a way to make cheaper, more efficient wind farms inspired by schools of fish, and construction began this week on the world's largest offshore wind farm on the Fukushima coast. And in an unusual paring of renewable energy and architecture, Morphocode has designed a futuristic-looking loft that is nestled on top of an offshore wind turbine.

In one of the transportation industry's most highly anticipated announcements of the year, Tesla CEO Elon Musk is set to unveil plans for a high-speed Hyperloop transportation system under an open source license by August 12th. That's great news, because a new report finds that more efficient urban transportation could save the world as much as $70 trillion by the year 2050. Another eyebrow-raising report from Consumer Watchdog suggests that the construction of the Keystone XL pipeline could ultimately raise gas prices in the US by 40 cents per gallon, hurting the US economy. And in New York, a man transformed a 1981 Chevy pickup truck into an insane gull-winged ride that looks straight out of a Transformers movie.

In other green tech and science news, Swedish designers built a machine that extracts sweat from post-workout clothes and produces water that's fit to drink. If you're heading on a weekend camping trip this summer, you might want to bring along the Kite Patch, a small sticker that makes you invisible to mosquitoes for 48 hours. Likewise, surfers should take note of the world's first "anti-shark" wetsuit, which renders swimmers and divers invisible to oceanic predators. In another clever invention that could end up making surgeries faster and safer, scientists in the UK have developed a scalpel that can actually smell cancerous tissue. In the world of 3D printing, fashion designer Monocircus developed a 3D-printed bow tie that retails for $112. And DIY designer Matthew Kreuger created a working 3D printer that's made entirely from Lego bricks. In other Lego-related news, the world's largest Legoland waterpark is currently under construction in Malaysia. And in an effort to teach children to observe nature without causing any harm, a team of designers developed a 3D-scanning butterfly "net" to teach kids about insects.

China hands Asian memory makers massive bargaining chip

By Miyoung Kim

SEOUL (Reuters) - Asian chipmakers are set to cash in on a major realignment in the volatile industry which is tilting the power balance their way at the expense of gadget makers such as Apple Inc, after years of cautious investment kept supply in check.

Manufacturers including Toshiba Corp and SK Hynix are poised to reap the rewards of soaring demand for cut-price tablets and smartphones in China, the world's biggest smartphone market, and the emergence of Chinese mobile device makers such as Huawei Technologies Co Ltd.

At the high end of the spectrum, demand for gadgets armed with ever greater memory capacity will fuel chip sales even if the market for relatively expensive handsets does not see the kind of rapid growth it has in the past.

All of this, combined with reduced investment since 2011, means the prices of dynamic random access memory (DRAM) and NAND memory chips have started to rise, and chipmakers are enjoying the most bargaining power they have had in years.

"Chipmakers are reaping the benefits of curtailed investment of recent years just when demand is exploding," said Hong Sung-ho, an analyst at I'M Investment & Securities.

Chipmakers had little bargaining power until early last year as Apple and Samsung were the sole major buyers of NAND chips used in mobile devices. The two global heavyweights, which focus on the high-end market, are now struggling with slowing growth as this most profitable segment nears saturation.

CHINA IN DRIVING SEAT

China is driving the industry's rapid shift to cheaper smartphones, helping chipmakers broaden their customer base from Apple and Samsung Electronics Co Ltd.

The growth of Chinese smartphone makers such as Huawei, ZTE Corp and Lenovo Group Ltd is threatening to weaken the dominance of Apple and Samsung, playing into the chipmakers' hands.

Some 70 percent of China's smartphone shipments are sold at 1,000 yuan ($160) or less, while 10 percent are in the 1,000-3,000 yuan range. Super-cheap tablets costing less than $100 are also soaking up supply.

"Despite weakening demand from Apple, NAND prices have... firmed up, largely thanks to strong demand growth from China," said HMC Investment & Securities analyst Greg Nho.

"The size of the Apple order was a big price-swing factor, but now demand from Chinese manufacturers is more than offsetting this volatility."

Prices of DRAM chips, mainly used in computers, have leapt nearly 90 percent so far this year even as PC sales have plummeted, while the market for NAND memory chips has tightened.

Outside of China, demand for NAND chips is increasing as consumers need more memory capacity to play high-quality video and music on up-market gadgets.

"In the old days, we only took a few photographs. Now we take videos as well, at potentially higher resolutions," said Damian Thong, director of research at Macquarie Capital Securities in Tokyo.

"I actually think the opportunity for NAND flash is enormous, still, and very untapped."

HTC Corp's flagship smartphone HTC One, for example, has NAND memory capacity of 64 gigabytes, four times bigger than that of most other high-end models.

"Nowadays, consumers want more feature-packed smartphones and we'll have to make sure we can produce these gadgets at affordable prices to compete in the market," said an executive from ZTE, who declined to be identified as he was not authorized to speak to the media.

EXPANSION AGAIN

No.2 NAND manufacturer Toshiba said on Tuesday it would expand a production facility in Japan with an investment of nearly 30 billion yen ($300 million). Samsung - the world's leading producer - is building a $7 billion NAND plant in China.

Micron Technology Inc, which is looking to complete the acquisition of bankrupt Japanese chipmaker Elpida Memory Inc before the end of August, plans to increase investment in 2014 as it integrates with the Japanese firm.

But even as some chipmakers boost investment for the first time in years, few believe the market is heading for a glut. Indeed, memory chipmakers' total capital spending this year is set to decrease by 2.6 percent to $12.3 billion, according to HMC Investment & Securities.

Most manufacturers are keeping investment to a small scale as they prepare for the arrival of three-dimensional chip engineering, a major technological leap from the current planar structure.

Macquarie's Damian Thong said demand for NAND chips would continue to outstrip supply, even with the new production facilities in the pipeline.

"Memory prices and memory profitability will remain high for the next 12 months," he said.

Samsung, which had been one of the most aggressive chip investors, has become conservative in recent years, a departure from its traditional approach of keeping rivals at bay by not allowing profitability to get too high.

"By creating an oversupply situation, Samsung was able to keep memory competitors weak," Bernstein analyst Mark Newman said in a report on Tuesday.

"Today, however, that strategy of lower memory chip prices actually just helps Samsung's handset and tablet competitors. Samsung is thus becoming highly motivated to generate memory shortages and high memory pricing."

Samsung is the world's top NAND chip maker with around 38 percent of the market, followed by Toshiba, which has a 28 percent share and SK Hynix with 13 percent.

Scientists warn against complacency on deadly H7N9 bird flu

By Kate Kelland

LONDON (Reuters) - A new and deadly strain of bird flu that emerged in China in February but seems to have petered out in recent months could reappear later this year when the warm season comes to an end - and could spread internationally, scientists said on Monday.

A study by researchers in China and Hong Kong found only one human case of the H7N9 bird flu strain has been identified since early May.

In the preceding months, the virus, which was unknown in humans until February, has infected more than 130 people in China and Taiwan, killing 37 of them, according to the World Health Organization (WHO).

"The warm season has now begun in China, and only one new laboratory-confirmed case of H7N9 in human beings has been identified since May 8, 2013," the researchers wrote in a study published in The Lancet medical journal.

But they added: "If H7N9 follows a similar pattern to H5N1, the epidemic could reappear in the autumn."

H5N1 is another deadly strain of bird flu which emerged in 2003 and has since spread around the world. Latest WHO data on H5N1 show it has killed 375 of the 630 people confirmed as infected in the past 10 years. Many H5N1 cases have been in Egypt, Indonesia and Vietnam.

The researchers, from the Chinese Center for Disease Control and Prevention (CDC) in Beijing and the University of Hong Kong, said the potential lull in H7N9 could offer health officials the chance to properly discuss and plan ahead for the possibility of the flu's return and wider spread.

This should include plans to build healthcare capacity in the region "in view of the possibility that H7N9 could spread beyond China's borders," they said.

Experts from the United Nations agency said last month the bird flu outbreak in China had cost the economy some $6.5 billion.

In a second study published in the same journal, the researchers also found that while H7N9 flu has a lower risk of death than its much-feared cousin H5N1, it has a higher fatality risk than the 2009 H1N1 flu which swept the world in 2009 and 2010 in a pandemic.

After analyzing data on hospital admissions, the team found that H5N1 bird flu had a fatality risk of around 60 percent for patients admitted to hospital - almost double that of the new H7N9 strain which has a death rate of about a third of those hospitalized with the infection.

Pandemic H1N1, often referred to as "swine flu", killed 21 percent of those it infected who were taken into hospital, the researchers said.

The team urged health officials and doctors not to be lulled into a false sense of security by the sharp drop off in H7N9 cases in recent weeks.

"Continued vigilance and sustained intensive control efforts against the virus are need to minimize risk of human infection, which is greater than previously recognized," they said.

Iranians face new Internet curbs before presidential election

By Yeganeh Torbati

DUBAI (Reuters) - Iranians are struggling with slower Internet speeds and limited access ahead of an unpredictable presidential election that has put hardline Islamist authorities on alert for possible unrest.

Experts and web users say they believe the Internet obstacles are related to the June 14 presidential vote, the first since 2009 polls in which accusations of fraud - denied by the government - kindled months of protests organised in part via social networking sites like Facebook and Twitter.

Iranian officials denied any connection between the Internet disruptions and the upcoming vote. But, after the disputed re-election of President Mahmoud Ahmadinejad four years ago, they are wary of the possibility of further unrest this time around.

The last-minute entries of moderate former president Akbar Hashemi Rafsanjani and Ahmadinejad ally Esfandiar Rahim Mashaie have shaken up what was expected to be a limited race between hardline conservatives close to clerical Supreme Leader Ayatollah Ali Khamenei and hostile to Ahmadinejad.

The populist Ahmadinejad, who has fallen out with Khamenei, is limited by law to two consecutive presidential terms.

Iran's Guardian Council was due to present a final list of approved candidates to the Interior Ministry on Tuesday. The ministry then has two days to announce the approved names.

The opposition website Kaleme reported on Monday that security had been heightened in Tehran, apparently to counter any protests should the candidacies of Rafsanjani or Mashaie be rejected by the council.

Iranian web users, who number some 45 million according to official figures, have grappled with increased obstacles to using the Internet since the 2009 election.

Kaleme said on Monday Internet speeds had dropped in much of Tehran and that in some parts of the capital, accessing the Web had become impossible - which would prevent dissidents from mustering protests online as they did after the 2009 vote.

Hamed, 33, a dissident freelance journalist living in Tehran, said his clients now have resorted to sending him files by loading them onto CDs and transporting them by courier.

"We get things done but with more time spent," Hamed told Reuters via email.

INTERNATIONAL WEBSITES BLOCKED

Many Iranians used Virtual Private Network (VPN) software to bypass the government's extensive web filter. But the government blocked access to most VPNs, which make computers look as if they are located in another country, in March.

Since then, experts said, Iranians have faced slower access to encrypted international websites using the Secure Sockets Layer protocol, with addresses beginning with "https", such as Google Inc.'s email service Gmail, and this could push them to resort to unencrypted sites easily watched by the state.

"SSL services are being throttled by the government to create a system of incentives or coercion not to use them," said Collin Anderson, a U.S.-based Internet researcher who focuses on Iran. "That affects Gmail and pretty much anything that you want a layer of security on."

A similar Internet blockade was put in place in February 2012, ahead of parliamentary elections.

Several Iranian Web users said they have had trouble accessing their Gmail accounts in the last three weeks. Elham, an Internet user from the northeastern city of Mashhad, told Reuters that since late April, any VPN she tries to use only works for about two minutes before she is disconnected.

She and Hamed declined to be fully named for fear of repercussion for speaking to a foreign reporter.

One man in his 30s who works at an Internet Service Provider (ISP) company in Tehran confirmed that most VPNs were down and those still up were crashing within two minutes.

He added: "Fewer and fewer people are using Twitter in recent days which shows their problems accessing the net."

Iranian officials denied any link between the disruptions and the election. "Numerous parameters contribute to the speed of the Internet and the approach of elections will not have any role," Ali Hakim Javadi, head of Iran's Information Technology Organisation, told ISNA news agency.

When You Should Hire A Los Angeles Personal Injury Attorney ...

The best time to hire a Los Angeles personal injury attorney is when you have suffered injuries in an auto accident. Filing a claim against your insurance coverage often requires the skill of a personal lawyer to help you win a just and fair settlement for the damages you received in the incident.

Having legal representation in a court of law will ensure you get the best settlement. Generally, insurance companies work hard to settle for as little money as possible, taking advantage of your legal inexperience. Alternatively, skillful lawyers should know exactly how much the case is worth, for the suffering you have experienced, during the incident and afterwards.

A skill, experienced personal injuries lawyer should have a full understanding of the dynamics of the legal court system. Spending years working with comparative negligence cases, they know how to fight for you to get you just compensation, based on how you were involved in the accident. Typically, they will know whether the case has merit, and if you can expect to receive money even if you caused the accident.

In the world of the court system, insurance company law is unique. Opening a case to seek compensation requires a full understanding of how to gather evidence, information and details from witnesses to obtain the money you are entitled to for the experience you suffer.

Most skillful Los Angeles personal injuries attorneys have handled a variety of cases similar to yours. They understand how to investigate your specific accident, and obtain all the details from the police, the accident adjuster, and every party involved in the incident. Both your insurance company, and the carrier of the person who hit you, will deal directly with your attorneys instead of discussing the case with you.

The simplest way to negotiate fair compensation is to hire legal representation. As a representative speaking for you, your legal professional will move your case quickly through the court system until a remedy has been found an agreed-upon by the judge.

The best way to determine which experienced Los Angeles personal injuries attorney will have the skills and knowledge required to handle the case is to interview or consult three or four lawyers. You need to ask each one how many years of practice they have, how many cases identical to yours they been involved in, and whether other lawyers and non-attorneys will be involved in your case.

You will need to know if that particular lawyer believes your case is one that will settle or need to go to trial. You should discuss the potential expenses involved in investigating, preparing and taking your case to settlement or to trial.

After you have selected and hired the best Los Angeles personal injury attorney to represent you in the case, it is imperative to be straightforward concerning all the details and information about your accident. When your lawyer has complete knowledge of everything that occurred, he or she will be able to develop a plan to best represent your case in the court system, based on all the evidence, details and information they have available.
